About DMFT Bokaro

District Mineral Foundation Trust (DMFT) is a non-profit statutory trust dedicated to developing mining-affected areas and empowering affected families in Bokaro.

Background & Legal Framework

The Government of India amended the Mines and Minerals (Development and Regulation) Act, 1957 (MMDR Act) in 2015 to insert Section 9B, providing for the establishment of a District Mineral Foundation (DMF) in every district affected by mining-related operations.

In alignment with the central mandate and the Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) guidelines issued by the Ministry of Mines, the Government of Jharkhand notified the Jharkhand District Mineral Foundation Trust Rules. DMFT Bokaro operates as an autonomous non-profit body chaired by the Deputy Commissioner-cum-District Magistrate, Bokaro.

Core Mandate

  • Implement developmental and welfare projects in mining-affected areas.
  • Minimize and mitigate the adverse impacts during and after mining on the environment, health, and socio-economics of people.
  • Ensure long-term sustainable livelihoods for affected persons in Bokaro district.

Priority Sectors of Fund Utilization

According to PMKKKY guidelines, at least 70% of the DMFT funds must be utilized for High Priority Sectors, and up to 40% for Other Priority Sectors:

Organizational & Governance Structure

DMFT Bokaro functions through a two-tier governance structure ensuring administrative precision and political oversight:
